Scenarist Closed Caption

Lolly makes this format

The text file that carries CEA-608 closed captions for broadcast tools. The Captions tool writes pop-on captions on channel 1 at 29.97 fps with drop-frame timecode, using the basic North American characters plus the special and extended ones. A character the set cannot carry stops the export and is named in the message, never dropped. Roll-up and paint-on captions are not written. This writer has not been checked against a real broadcast tool, so test a file in your own pipeline before delivery.

Most tools like this are upload sites: your file goes to their server, and ads pay the bill. Lolly runs on your device, so your file stays with you.
