Lolly opens and makes this format

The caption format browsers read natively for an HTML video's track element, with the same timed cues as SRT under a WEBVTT header. The Captions, Audiogram and Record tools read a .vtt through Add data, skipping NOTE and STYLE blocks, and write a clean one beside the SRT.

Most tools like this are upload sites: your file goes to their server, and ads pay the bill. Lolly runs on your device, so your file stays with you.
